Placing Redstone Ore on each other doesn't make a placing sound

How To Recreate:

1. Place a Redstone Ore block

2. Place Redstone Ore on top or on the sides of the Ore placed on #1.

The sound that should be missing is the sound heard when placing the block, although, the breaking sound is still present.

DOES NOT AFFECT 1.14.4 and below. The bug was first detected in release 1.15
