Enderman can teleport out of World Border if a player hit them or took damage from anything, they can even take damage from the player through the World Border, they even can walk outside the World Border freely If the border was at X:29999983 Z:29999984.
I'm not sure If this is an important bug report, but If it can be fixed then it should be fixed
