Hoglins get scared of warped fungi, even if they can't see them

I'm pretty sure that this is intentional.

But, the item it's covered by a block, physically the hoglings can't see the fungi, even if they have X-Ray

The hoglins are turned off by the smell of the warped fungi, not the appearance.
