Setblock lava just places water

Running a server on 20w07a. Problem also exists in 20w06a.

Trying to /setblock or /fill a lava block will just place water.

Cannot reproduce. Please provide a small video with the debug screen enabled (hit the F3 key) demonstrating the issue.
