[MC-172492] When you throw down items another player can't pick it up while standing on it

I was playing minecraft on a server and when I gave my friend 61 glass blocks, my friend stood on it to pick it up but my friend couldn't for some reason, so my friend stood next to it and now it picked it up

This could be because your freinds internet connection or the server TPS lagged. Also i suppose the server isnt running vanilla the bugreport is invalid. I cannot reproduce the bug in any circumtances.

Please make sure that the issue is not caused by any kind of connection issues. or lag. If you're sure it's not, please provide steps to reproduce the issue reliably.
