Command bar won't open

My chat/command bar will not open, even if I try changing the hot key for it. I can't get it open on single-player or multi-player servers. This makes it hard to play as I prefer to be on multiplayer servers and most of them require the use of the command bar.

I don't know how to show that it won't open as it is not possible to show my problem with snapshots.
