[MC-172672] You can't farm in the nether.

If Mojang is making the nether "livable" than that means you should be able to farm.
You can only till dirt, but you can't plant anything.

Seeds only grow in lit up areas. You'll be able to plant seeds if you make sure that there is enough light nearby.
