[MC-17277] Chunks are rapidly flashing/blinking!!!

Whenever I log into Minecraft and play on a server the chunks are rapidly flashing/blinking and can't figure out why. It gets extremely annoying especially when I try to PVP.

Unable to test, due to terrible internet connection at the moment. Are all the servers you are going on Bukkit servers, or other modded servers? It could be server side problems rather than client side.

I tested 3 of my other servers and I had the same problem though

Please force a crash by pressing F3 + C for 10 seconds while ingame and attach the crash report here.

I get this problem too, It's maybe VSync or Render Distance or Bobbing, I am not sure, It's hurting my eyes

I havn't been on minecraft for a while and I recently went on and the problem still occurs, and I found out that it occurs in singleplayer. Also I hav a screenshot attached and I am unable to figure out how to do the crash report.
