I host a server for Minecraft & me and my friend have noticed a potential bug. In the areas we have built in Creative, we were able to spawn/place fish in water. My friend created a pool in the middle of her Greenhouse to spawn/place fish, this was successful in the others she has built but in this one she is unable to, including myself. When trying to spawn Tropical Fish from the bucket via right-clicking, the fish don't appear or seem invisible. Any thoughts?

Not exactly, what I'm saying is we're able to use the Bucket of Tropical Fish to spawn fish in other areas of open water but not the area where my friend created in her greenhouse.
Can you attach some screenshots? Or maybe you could record a short video to demonstrate the issue (if the file size is too large, you can upload it somewhere else, like YouTube).
If this happens, please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) here.
I am guessing what your trying to say is you cant place a fish in a bucket.
