When placing a enchanted item and a enchanted book in the anvil for a enchantment replacement such as from protection 4 to blast protection 4 there is only a red X with no too expensive. it doesnt matter the placement of item and book

Anvil only adds enchantments. They do not trade enchantments. You can remove all enchantments except curses using grindstone to get XP.
