ok while underwater you can make and hear sounds. The sounds also come from npc's like squids.

Why would it be a bug? Water transmits sound. It may do so differently than air, and maybe a distortion effect would be appropriate, but that would be a suggestion or a feature request. As Tails said, those are not currently accepted via the Mojira. If you'd like to suggest that something be changed, do so by posting on the suggestions forum or subreddit.
