I've gotten many ominous banners, but only some stack with others. Some are labeled as "Onimous Banner; minecraft:white_banner" and others as "Ominous Banner; Cyan Lozenge, Light Gray Base, etc".

We're actually already tracking this issue in MC-151793, so I resolved and linked this ticket as a duplicate.
