I run a small snapshot server for a small community. We have good hardware and 2 dedicated vCPU's from a reputable company (Hetzner), but we are experiencing an unprecedented amount of lag. The TPS often falls to around 10 and can stay there for hours. There seems to be no pattern with who is logged in, so doesn't seem to be specific chunks. We are also early in the game, so there aren't really any large intensive contraptions/farms. This seems very out of the ordinary for a small minecraft server.
If I'm reading the profiler right, certain mobs (in the attached, enderman, in another one, foxes) seem to be taking up a huge amount of the tick time. I don't know if this is relevant/the cause.

I've attached debug-report-2020-02-29_19.39.40, a 5 minute profile said out TPS was 10.99 at the time. We had around 7 users online.
Could you also attach the debug report, created by using
/debug report
? Best time to do this is when you are experiencing low TPS.
