While leveling up my Cartographer Villager, once I hit level 2, every villager in the area freezes and I can no long click on anything and time does not progress. It's like my game is frozen but I can move. I have to use task manager to exit and then pop back in. and it takes me back a few steps. It seems I should ignore leveling up villagers until you get all the bugs knocked out.

I just experienced the same thing. Iw as trying to level up the cartographer for item frames and every time I would level up to the explorer map my game would freeze sometimes for a couple of minutes.
I encounter the same issue with every single Cartographer I have been leveling it. It lasts for around 10 seconds for everyone on my server. It happens both when upgrading from Apprentice to Journeyman, as well as Journeyman to Expert.
