[MC-174330] Highlight players does not work in spectator mode

In spectator mode, highlight players is non functioning.

Tested with and without OP permissions.

Makes it harder to track players location

Have tried multiple keys to do so. Restarting client after setting key does not work.

We're actually already tracking this issue in MC-169975, so I resolved and linked this ticket as a duplicate.
