Fishing Rod Liner Render is Placed Behind the Water and Possibly Rain

When you fish in minecraft you notice that the liner of the rod is placed behind the water instead of the front. It appears very dark and it can be annoying. The liner should be a deep black instead of a bluish color.

To Reproduce:
1) have a fishing rod
2) find an ocean or pond
3) use the fishing rod and the hook must hit the water
4) look at an angle where the liner and the water is, you notice that the liner render is behind the water. In bedrock edition, there is no render issue.
