[MC-175680] Particules throught glass/ water

I encounter a bug where particules like smoke, bubbles and clouds are not visible when you try to look at them throught glass, glasse pane and water.

We're actually already tracking this issue in MC-161917, so I resolved and linked this ticket as a duplicate.
