The netherite tools can not be crafted, I searched in the recipes and it doesn't appear anywhere, also tried with a netherite ingot and it doesn't work, I don't know if you removed it on 20w12a, but I haven't find any information about it

Oh yeah! You need a smithing table to do that now! It also keeps your enchantments which is pretty neat!!
