1. I have generated some ocelots in the water with her spawn eggs and they can't swim.
2. i didn't use mods/plugins when i have created the screenshot.

in the ocean the normal ocelots can swim but the baby ocelots never swim.
Mobs cannot swim in downwards flowing water.
