When putting bonemeal in a dispenser and dispensing in into a sand block underwater, it does not cause seagrass/coral to grow.

Cannot reproduce in 1.16.1
Although it is inconsistent with bonemealing grass. To bonemeal grass the dispenser has to be facing into the side of a grass block, whereas to grow seagrass it needs to face into the water just above the sand.
