[MC-176126] hoppers don't collect items from the above block

I built an automated sheep shearing farm with a wool collection system where a hopper is under a grass block, hopper runs into the chest. Right now, the hopper is not receiving the wool from on top of the grass block and it's all just floating in piles on the grass.

Hoppers can only collect items inside the block above them.

It's currently working in the last release when I play on my realm, but not my single-player snapshot...that's why I'm confused.

Hoppers can not pick up an item 2 blocks above them. Items need to be within one block to get picked up. If a block above a hopper is less than one block tall, the hopper can pick up items.
