[MC-176522] Passengers do not work with spawn eggs.

When using a spawn egg that has a command with passengers, the base mob spawns, but not the passengers.

I can see that the bug you linked has a whopping 86 votes and SHOULD be fixed. People want to make spawn eggs that can use the Passengers tag and 86 people voted for this so this should definitely be a priority to fix.
