My base was filled with stone. The majority of the world remained unchanged. It did not go back to a later save, just parts of the world were reset. 

I accidentally shut down my whole computer, ending my minecraft session. When I opened that world up again, most everything was the same, but certain parts of the world were reset. My stairwell to my base was filled with stone again, and parts of my base had stone randomly in them.

I don't think that would count as a bug for them to fix. Your computer couldn't fully save the world so some parts of the world is reset. Sure this could counts as a bug since this is something that shouldn't happen, but you accidentally turned off your computer. You caused your computer to not save the world properly. Nothing wrong in the game's code caused this bug to happen. You mistakenly did something to cause the bug so this shouldn't be reported.
