Cannot interact with blocks at build limit from above

Blocks at build limit (y=255) cannot be interacted with from the top of their hitbox. They can however still be interacted from the side of their hitbox. Eg. trapdoors and dont toggle, tile entities dont open their inventories etc.

What I expected to happen was...:
I was expecting for interaction to still happen

What actually happened was...:
No interaction, just build limit message

Steps to Reproduce:
1. Place a chest, shulker, trapdoor at y=255
2. Observe that they cannot be opened if u click the top of their hitbox
3. Observe that they CAN be opened if u click any other side of their hitbox
