Suspicius Stew is not working anymore

when i ate a suspicius stew(i got them from villagers) the effect lasted for like 0.00001 seconds, and i tried eating it again, but it doesnt work.

I cannot confirm this. It gives effects for me, as long as I don't use the /give command without any additional NBT data.

Please provide a small video with the debug screen enabled (hit the F3 key) demonstrating the issue.
