[MC-17825] The game crashes if you try to change resource packs in game.

What I expected to happen was the resource pack would change, instead it crashed the game immediately.

Steps to Reproduce
1. Open the Minecraft snapshot using the launcher.
2. Click Resource Packs option.
3. Try and change the resource pack to something other than default.

I found that there is also a crash when starting up the game with a resource pack on.
