[MC-178518] Game crash from disabling Vanilla datapack

When you run the following command it corrupts the world and crashes the game. Tested in snapshot 20w15a only.

/datapack disable vanilla

The vanilla datapack provides required content used by the game. If you want to override any part of it, create a datapack with a file under the same path.
