I am not able to clear a dyed leather armor piece, nor am I able to dye a leather armor piece. Please fix!

Cannot confirm, neither for 1.15.2 nor for 20w15a.
You can dye in the crafting table and clean dyed leather armor by right clicking a cauldron filled with water.
Please attach a video showing the issue.
