Unable to craft certain blocks on a 1.13.2-1.15.2 server

I recently started playing on a 1.13.2-1.15.2, the IP address is play.loverfella.com. After joining in 1.15.2 version, I went to make some concrete, but was unable to do so, while other players on the server could do so perfectly fine. This also included the inability to make white dye from bone meal. I was wondering if you had any suggestions, or what might be wrong.
