Ruined portals in the nether don't always create air pockets

Ruined portals in the nether don't always create air pockets in the nether like they do in the overworld, so some portals end up extremely hard to find.

The picture is an example in the overworld and the nether. Notice how in the overworld the portal is in a pocket of air, while the one in the nether is hard to find because a pocket did not generate and the blocks are inside of the ground.

According to the official article this is intentional.

Yes, but when I found one underground in the overworld, it generated a small air pocket for it to be in (image) while the portals in the nether did not.

I have been able to find a few that generate air pockets, but most of the time the portal doesn't generate an air pocket. (I'm not sure, but the portal might be generating like it does because of the portals in the overworld that generate buried in the sand, and somehow those are generating in the nether while not in sand)

Could you please provide world type, seed (can be obtained using /seed) and the coordinates (can be copied by pressing F3 + C) in text form so it is easier for us to reproduce this?

This is intended. Som portals create air pockets, others are completely buried.
