Ruined_Portal spawn under 4 chunks in the Nether and Overworld,

They can spawn in the Nether under lava level and are not visible, they can spawn in the Overworld inside underwater canion and are not visible.

Last thing the spawn under 4 chunks make fast mining thanks to beacon in the Nether and Overworld impossible and slow
