Im pretty sure the particles of breaking a block in creative should show underwater but they dont.
what happen is there was no block breaking particles when your're above the water but when your're under the water u can see the particles. and the reverse will happen if your're under water and break a block on land there you wont see particles.
to trigger it place 1 block under water and break it and you'll see there are no particles compared to breaking it on land
