hunger effect won't drain your hunger bar, I even sprinted around while jumping and it still wouldn't drain

If your hunger bar is already full, that's possible because the hunger effect decreases the invisible food saturation value instead: https://minecraft.gamepedia.com/Hunger#Mechanics
I'm unable to reproduce this with a hunger bar that is not full.
