Mobs that are NATURALLY spawned with a crossbow (pillagers always and sometimes piglins) do not drop an arrow. If they naturally spawn with a crossbow they are supposed to drop an arrow (I asked Helen on discord and she confirmed that they are supposed to drop an arrow)
