[MC-17966] Rain sound effect missing

Was testing survival single player mode and when the rain began to fall, there was no rain sound effect. All other sound effects (breaking blocks, cows, music, running water) all seem to work. Just missing the rain fall sound.

It's the rain particles that make the sound, so if you have particles turned off, the rain sound turns off, too. Still a bug, though (although it's really useful if you get sick of it but still want to hear other sounds)
