After applying a resource pack, new language defined in ...\.minecraft\resourcepacks\Test\assets\minecraft\lang\ do not seem to be taking effect.
I made changes to a few item names (such as Melon to Watermelon) and none of these changes seem to be taking effect in game, though my modified sounds are taking effect.
