When underground, or in a building, or under solid blocks, some have rain showing through them, rain falls through the blocks as though the blocks are not there. For example I have a base at Y11 and a few blocks are showing rain falling through them even though the block should block and the 50 blocks above it should too.

We're actually already tracking this issue in MC-179845, so I've resolved and linked this ticket as a duplicate.
That ticket has already been resolved as Fixed. The fix will arrive in the next version or is already included in the latest development version of the game, you can check the Fix Version/s field in that ticket to learn more.
