Rain missing from clear skies

Does not seem to be biome specific. over Jungle, Plains, River biome.
Very patchy rain, as if some random pattern was built way up in the skies, except i have not built anything up there.

I also use a texture pack that turns the rain grey, btw, but the Riptide trident wont charge up, so no rain.
