[MC-180991] /locate in a no structures world is like a crash

when doing /locate in a no structures world is like a crash but it's more like a /gamerule radontickspeed 9999999 witch you can do command anymore or get out of the world or do commands

We're actually already tracking this issue in MC-126244, so I resolved and linked this ticket as a duplicate.

However, that ticket has already been resolved as Fixed. The fix will arrive in the next version or is already included in the latest development version of the game.
