So I enchanted my fishing rod with luck of the sea three and I left it for a couple hours afk fishing and I got only raw cod, tropical fish, puffer fish, ink sacks, worn leather boots, water bottles, bone, wooden bowls, and one normal fishing rod. and I was wondering what happened to all the rare items you get like saddles and name tags and enchanted books and I thought it might be a bug so please fix this.

The parameters of fishing locations changed in 20w13a. (Source: https://www.minecraft.net/en-us/article/minecraft-snapshot-20w13a)
'A fishing location is now considered to be open water if the fishing hook is in water, there are no blocks besides lily pads above water and all water blocks are source blocks with no solid underwater blocks around'
This means that fishing will no longer grant any treasure unless it meets those parameters.
