[MC-18147] Zombies not coming when player in water

Zombies naturally come to you when they see you.
But when you're on water, they don't see you, and so don't come to you.

They have been alerted by other zombies of something else, such as a villager or another player. Unable to reproduce in an environment free of villagers and other players.
