[MC-181523] Cannot catch fish in 20w18a

It appears I can no longer catch fish in the snapshot, on a server. The server just updated and right before it did the update, I was fishing. It appears right-clicking with the rod when a fish catches the line (when the bubbles move towards it and pull it down) does nothing, until the fish is 'released'.
