[MC-181568] Fish not getting out of bucket correctly.

When trying to put a fish out of a bucket in a source water block, it makes sounds of fish but doesn't spawn the fish.

We're actually already tracking this issue in MC-181499, so I resolved and linked this ticket as a duplicate.
