Fishing Rod Will Not Reel In

When using a Fishing Rod with water, when the Bobber goes down, I am not able to pull whatever is hooked out of the water, even though the Rod makes the motion of doing so. I've exited the game numerous times, but the issue persists. This went for both my enchanted and unenchanted Fishing Rods.

This first occurred in a Hardcore Single Player world. I created a new game under the Snapshot in Creative Mode, gave myself a Rod, and found that the bug stayed present.
