Haste II Not working in latest snapshots

I don't know if it's just my client or not, but i've reinstalled several times, uses diamond and netherite pickaxes with efficiency 5, had a full powered beacon and no matter what i've done i can't get haste 2 to work on anything.

Did you open the world in 20w17a? If so, can you try optimizing the world and replacing the beacon?
