Unable to fish
What I expected to happen was...:
I expected to reel in fish and other loot when I right-click upon the fishing rod when the bobber sunk.
What actually happened was...:
What happened was that I was that the fishing rod was unresponsive when attempting to reel the cast in as the bobber sunk.
Steps to Reproduce:
1. Cast a fishing rod
2. Wait for fish to bite
3. Reel it in as the bobber sinks (but unable to)

We're actually already tracking this issue in MC-181424, so I resolved and linked this ticket as a duplicate.
