Unable to reel in fishing rod when there are fish

While using my fishing rod, outside in a river, I can reel in the fishing rod ("use" ) every other time except when there are fish (bubble effects). Simply, pressing the "use" button does nothing until the particles are gone.  I've tried switching control keys and fishing in different environments. Same result.
