Can't Fish with Fishing Rod

I toss the fishing rod bobber in the water (right click). I wait. A trail of bubbles appear and go towards my bobber, like normal. However, when it's time to pull the fishing rod back (right click), it doesn't come out of the water. Even when i try to pull multiple times during the fishing time frame. After the time frame ends, i can pull it out (right click).
