Fishing Rods are unreelable

When fishing you can cast into the water, but once the bobber is taken by a fish you can no longer reel in until the animation is finished and you lose the catch. I tried enchanting a fishing rod to see if that changed anything, it did not. I also tested it in a brand new 20w18a world, and the same thing occurred.
