Fishing not working

What I expected to happen was...:
for me to right-click my mouse when the fishing buoy gets pulled under the water by a fish and for the fish to go into my inventory

What actually happened was...:
I can easily cast my fishing rod and easily take it out of the water, but when there is a fish or something pulling on the buoy signaling me to right-click so that I can catch it, it does not work. I right-click but the buoy stays under the water and I'm unable to pull it out.
